Partially. Actions are still a big part of it, but it depends what they say about the actions, and how they move forward in their actions after the fact. There're enough people out there who say one thing to get off the hook for something but then you can tell they'll turn around and go back to doing it. But at the same time, there are moments a single action could be something that was never meant to happen.
